In the first 9 months of 2023, Russia imported more than $1 billion worth of advanced microprocessors from leading American and European manufacturers. These are classified data from the Russian customs service obtained by Bloomberg.
According to the agency, more than half of the total volume of imported semiconductors and integrated circuits during the specified period came from Western companies. These include the American Intel Corp, Advanced Micro Devices and Analog Devices Inc., as well as the European Infineon Technologies AG, STMicroelectronics NV and NXP Semiconductors NV. But customs documentation does not allow us to determine who exported prohibited technological products to Russia, when they were produced and where they were sent from, the publication emphasizes.
“The vast majority of prohibited technologies enter Russia through re-export from third countries, including China, Turkey and the United Arab Emirates. The US and EU are working to block these routes, focusing in particular on a list of priority so-called dual-use goods and advanced technologies that were discovered in Russian weapons in Ukraine or are critical for their production,” the authors of the article note.
As the agency notes, the import of Western chips, bypassing sanctions, allowed Russia to continue producing tanks and other weapons, including missiles, which they use in the war against Ukraine.
Overall, Russia managed to import $1.7 billion worth of chips in the first nine months of last year, according to customs data reviewed by Bloomberg.
Representative offices of the companies talk about full compliance with sanctions requirements.
