The American Institute for the Study of War (ISW) assessed the value of Russian leader Vladimir Putin’s signals of “peace” with Ukraine after Russia launched about 158 air targets at the state during a massive missile and drone attack.

The mentioned terrorist act was carried out by the Russian army on December 29 - at least 31 people are known to have died. Taking this into account, ISW states: the goals of Putin’s “SVO” remain unchanged.

"ISW has consistently assessed that, despite reports of Putin's tacit signals regarding his interest in negotiating a ceasefire, Russia's goals in Ukraine, which amount to a complete capitulation of Ukraine and the West, and which have been clearly articulated in the Kremlin's public rhetoric, remain unchanged," - says the Institute's report.

Judging by the reaction of world leaders to the tragedy in Ukraine, the main Western politicians agree with this conclusion. ISW mentions a comment by American President Joe Biden. The latter said that Putin seeks to “destroy Ukraine” and “conquer its people” - this is what the massive strikes that Russia inflicted on Ukraine on December 29 should remind us of, Biden argued.

This view is also supported by the governments of Britain and Estonia. Prime Minister Rishi Sunak and head of the Estonian government Kaja Kallas said that Russia’s strikes on Ukraine are a “marker” of its desire to destroy freedom, democracy and Ukraine itself, the Institute recalled.
