The Budget Committee of the Ukrainian Parliament has recommended the Budget-2024 bill for its first reading, marking a crucial step in the budgetary process. The Chair of the Budget Committee, Roxolana Pydlasa, announced this decision via Facebook, emphasizing the need for a few substantial alterations in the document.
According to Pydlasa, when preparing the bill for its second reading, the Cabinet of Ministers should consider several essential changes. Notably, if the bill on taxing banks (No. 9656-d) is approved, it will increase the planned revenues of the state budget by UAH 9.9 billion.
Simultaneously, there is a proposal to reduce expenses for construction, repairs, and property procurement in various government bodies by almost UAH 1.3 billion, along with a cut in funding for the Bureau of Economic Security by UAH 409 million.
Furthermore, the committee recommends increasing expenditures for prosthetics for military personnel by an additional UAH 574 million, educational subventions by over UAH 384 million, funding for the Higher Judicial Council and the Higher Qualification Commission of Judges by a total of UAH 62 million, and for the National Health Service of Ukraine (NHSU), whose employees oversee the implementation of healthcare reforms, an extra UAH 5 million.
Deputies have also proposed allocating UAH 376 million for the disposal of solid rocket fuel, preventing an ecological disaster, and an additional UAH 100 million for scientific research by the National Academy of Sciences of Ukraine.
Pydlasa added, "The Committee also recommends instructing the government to analyze 61 additional questions, which will provide us with another opportunity to increase the revenue part of the state budget and thoroughly review the expenses for 2024, reducing non-priority expenditures and allocating funds for activities that will have a justifiable need in the coming year."
