Without proper motivation, whether individuals are enlisted forcibly or voluntarily based on legal norms, their efficiency and contribution may dwindle significantly.

Budanov stressed the urgency of motivating citizens to serve in the defense forces. The lack of motivation could potentially render any additional recruitment almost futile, leading to near-zero productivity among new enlistments. He candidly acknowledged this as a recent trend, urging a proactive approach to tackle this growing concern.
