Significant changes have been made in the field of military training and mobilization in Ukraine with the adoption of a new law signed by the President on April 16, 2024. These changes affect many citizens and introduce new requirements and sanctions.
Modernization of the military registration system
One of the key aspects of the new law is the update of the military registration system. All persons liable for military service are required to clarify their data within 60 days in special centers or through the conscript’s electronic account. Mandatory military registration documents have also been introduced for men from 18 to 60 years of age during the period of martial law.
New sanctions for draft evasion
The law toughens penalties for evaders. In case of failure to comply with the new requirements, citizens may be subject to restrictions on driving and receiving consular services abroad. In addition, fines for evaders have been significantly increased.
Changes in military training
Conscript service has been replaced by basic military training, carried out mainly in universities. The duration of this training will be up to three months during martial law and up to five months in peacetime. From September 1, 2025, all students will be required to undergo basic military training, but those who have already completed it cannot be mobilized until they are 25 years old.
Exceptions from conscription
The new law also establishes exceptions from military conscription for students and teachers in educational institutions. Full-time students and full-time teachers are exempt from military service.
The new law on mobilization in Ukraine makes significant changes to the system of military registration and conscription. These changes are aimed at ensuring more effective preparation of citizens to defend the country and tightening penalties for draft evasion.
