Among the states that refused to support the final statement is India. The head of the Indian delegation, Pawan Kapoor, said they support any collective effort to promote a peaceful resolution, but lasting peace "requires the combined efforts of all stakeholders and sincere and practical interaction between the two sides of the conflict."
