Russian dictator Vladimir Putin has “formulated a theory of victory” in the war against Ukraine, which suggests that Russian occupation forces can continue their gradual creeping advance indefinitely, preventing the Ukrainians from conducting successful counter-offensives and “winning” in a standoff of attrition against our warriors .

Russian military commanders now prefer sequential offensive operations that can gain something gradually, rather than launching a large-scale offensive that aims to achieve significant operational gains through rapid maneuver, according to a new report from the US Institute for the Study of War (ISW).

"Putin and the Russian military command ... appear to acknowledge the reality that Russian forces may have to pursue isolated operational objectives for many months, if not years," the analysts noted.

ISW believes that to counter Putin and avoid prolongation of the war, Western states should rush to provide Ukraine with the necessary support for counter-offensive operations.

"Putin is likely hoping that creeping Russian progress in Ukraine will convince the West that Ukrainian victory is unattainable and that concessions on Ukrainian territorial integrity and sovereignty are better than Ukrainian defeat. Putin is now unwilling to accept anything short of a complete Ukrainian capitulation... ", the Institute warned.
