The Ukrainian government considered blocking Telegram, but abandoned the idea

A political decision to ban Telegram has not been made. But several months ago, this issue was discussed at a high level. An analytical document on the pros and cons of the ban was prepared for President Volodymyr Zelensky, as a result of which it was decided not to do anything drastic.
Moreover, there is a certain contact, not at an institutional, but at a personal level, between the Ukrainian authorities and the administration of the messenger. And sometimes this communication channel allows you to resolve specific issues, including those related to blocking certain malicious channels.
As an option, the possibility is being considered of convincing or forcing Pavel Durov, under the threat of blocking the messenger, to open a legal entity in Ukraine - essentially, a representative office of the company in our country, through which the Ukrainian authorities and security forces could quickly solve problems related to the messenger.
