Sociologists found out how Ukrainians will react to the ban on Telegram

The majority of Ukrainians (54%) believe that it should not be completely banned, but that certain restrictions and controls should be introduced - such as blocking individual channels and the like. Respondents who do not yet support a complete ban on Telegram in Ukraine were asked an additional question whether they would support the ban if Telegram owners refused to block certain Telegram channels.

If Telegram owners categorically refuse to block channels that spread Russian propaganda and disinformation, then 60% of Ukrainians would support a complete ban on Telegram (32% would not support it).

In the event of a refusal to block the channels of Russian occupiers that are used for communication, 71% would support the ban (21% would not support it). In case of refusal to block drug distribution channels, 70% will support the ban (20% will not support it).

As Deputy Director of KIIS Anton Grushetsky noted, the results of the survey show that at present the society has neither tangible support for the ban on Telegram, nor stable resistance to such a ban.

According to him, Ukrainians take a fairly balanced and constructive position, which should not go as far as bans, but at the same time they really recognize the importance and necessity of blocking dangerous Telegram channels. Moreover, in the case of an open position of Telegram owners to refuse to block dangerous channels, Ukrainians will place themselves in the camp of those who support the ban (and not the camp of "consistent supporters of freedom of speech").

"Representatives of the authorities should understand that if it is necessary to ban Telegram for the security of Ukraine and Ukrainians, the public should receive truly objective and convincing evidence of hostile activity and the owners' refusal to cooperate," the sociologist said.

The Kyiv International Institute of Sociology (KIIS) conducted its own survey from September 1-6, 2024, among 1,015 respondents. The sample did not include residents of territories temporarily not controlled by the Ukrainian authorities.

Recall that during the war, the main feature was a sharp change in communication channels and the receipt of information. The frequency of consumption of their news content on national television decreased from 55% to 43%. They also lost their Internet pages: from 47% to 36%. At the same time, there is a significant increase in groups and channels in messengers (from 11 to 41%).

In 2024, the main sources of information about daily news for the surveyed Ukrainians are YouTube (41%), local Telegram channels (39%), national Telegram channels (37%), Facebook (36%), other people (35%) and the telethon "Edinye Novosti" (38%).
