According to a report by the Institute for the Study of War (ISW), Russian Foreign Minister Sergey Lavrov met with Brazilian Foreign Minister Mauro Vieira and Indian External Affairs Minister Subrahmanyam Jaishankar on the sidelines of the Russia-Gulf Cooperation Council meeting in Saudi Arabia on September 9.
Lavrov and his interlocutors discussed the war in Ukraine. However, the Russian Foreign Ministry did not disclose any details.
Since May, Brazil and the People's Republic of China have been promoting their six-point peace plan "Political Settlement of the Ukrainian Crisis," the key principles of which are favorable to Russia.
Indian Prime Minister Narendra Modi recently visited Kiev and formally reaffirmed India's support for peace in Ukraine based on principles of international law, including respect for the territorial integrity and sovereignty of states.
At the same time, Lavrov repeated the Kremlin's boilerplate narratives that demonstrate Russia's unwillingness to negotiate in good faith with Ukraine, claiming that Ukraine's "peace formula" is an "ultimatum." Russia, he said, has never seriously considered the plan.
