In a broad sense, the victory plan of Ukrainian President Volodymyr Zelensky represents the concept of what modern international law is, which should work and explains what Ukraine is from the point of view of the global political process.
Adviser to the head of the President's Office Mykhailo Podolyak told the telethon what fits into the concept of victory in President Zelensky's victory plan. He explained that all points of the victory plan will not be discussed with Ukrainians, because there are military and legal-military components that definitely cannot be discussed in the public space. "Partners at a certain level may know this, meaning the leaders of countries that are helping Ukraine. For the general public to know the quantity, what, where and how it will be used is unnecessary, according to the rules of war as such," Podolyak noted.
If we talk about the victory plan itself, this is forcing Russia to adequate global behavior. "Until the Russian Federation suffers tactical defeats, not only on the battlefield, but also economic, diplomatic, any other. At least until it loses the feeling of impunity as such. It will not talk to you. It will not comply with the rules of international law and will not sit at the negotiating table. Fictitiously, it may, but in reality - no," he emphasized.
Today, for Russia, the concept of winning the war has also changed, since they realize that they will not take total control over all of Ukraine. But they understand that if they do not remain on the territory of Ukraine, they have lost. "If they remain, even in that part of the occupied territory that is temporarily under their control, they have not lost the war. And then they do not bear any responsibility. And then they can continue to exist in the state in which they exist," the adviser added.
Podolyak noted that the outlines of victory in the plan are quite simple - these are large-scale social protests in the Russian Federation:
"To liberate the entire territory for a modern type of war by military means is nonsense. Because you need to create pressure in certain areas, separately military, separately economic."
Military pressure means scaling up the corresponding military actions on the territory of Russia. It can be on land, as in the Kursk region. However, the territory of Russia is too huge and attacking more than 80 regions of the Russian Federation is too difficult. "But you can scale up the war by large-scale strikes deep into the territory of the Russian Federation, so that practically every military facility, and there are many of them, practically everywhere on the territory of Russia. And then people feel the war, as such," Podolyak emphasized.
Russia can be "on the show" only when it does not play by the rules. But as soon as any actions are transferred to the territory of the Russian Federation, it turns out that they are extremely afraid of everything. "And what is the fear of citizens of the Russian Federation - it is a sharp protest. This is the end of a just war," he explained.
The President of Ukraine says quite clearly that it is necessary to move on to logically thought-out adequate assessments of what is happening. "If you want negotiations, that's fine. But negotiations not on Russia's terms, but only through coercion of Russia," Podolyak explained.
The victory plan says that it is necessary to stop taking myths into account and living in illusions. The Russian Federation must be punished for its crime, and this is only possible with the factor of losing the war. "This does not mean that you must liberate all territories by military means. This means that you must inflict sensitive defeats in certain areas. The Kursk operation is one such example, another is the scaling of strikes deep into Russia, the economy is the third," he emphasized.
At the same time, in the issue of the revolutionary process in Russia, we are talking about the demolition of the political elite of the Putin type. This does not mean the collapse of the Russian Federation, which Western partners fear. "Make sure that they lose as quickly as possible and can change their elite. And sit down at the negotiating table," the adviser added.
For Ukraine, every day matters, since the Russian Federation is already absolutely openly, daily hitting Ukrainian civilians. Therefore, for the victory plan to start working, there is no need to wait for November 5. "It is not a question of waiting for the results of the elections (in the US). It seems to me that the current administration clearly understands its historical mission. This mission should, among other things, be based on the fact that it is necessary to return the world to an understanding of what an international rule is, what global leadership is and why international rules cannot be violated," Podolyak noted.
He added that the Ukrainian president had fulfilled his task and explained the logic of the process to the partners, what needed to be done. "Now there is a document on the table, and the corresponding logistical decisions need to be made. And this should be done during October, including, possibly, at the Rammstein meeting. That is, the answers should be received much earlier than the results of the elections in the United States," Podolyak summed up.
