Zelensky to present Ukraine's victory plan at EU summit

Ukrainian President Volodymyr Zelensky will speak at the EU summit on October 17-18, 2024, where he is to present a victory plan. This was announced at a press conference by EU Foreign Affairs Minister Josep Borrell after a meeting of the EU Council of Ministers.
"We began our EU Council today with a conversation with Ukrainian Foreign Minister Andriy Sybiha, who briefed us on the situation on the battlefield and commented on elements of the victory plan that President Zelensky will present during the next European Council," the official said.
Borrell noted that during the discussion at the meeting, the topic of promoting and supplementing the Ukrainian peace formula was also touched upon. He noted that Ukraine needs to be strengthened politically and militarily in order to force Russian ruler Vladimir Putin to begin negotiations, while calling the prospect of dialogue "very remote":
"We believe that peace should not be confused with capitulation," the European official emphasized.
