The mural, which allegedly depicts the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine Kirill Budanov, is going to be removed from the building, the Department for the Protection of Cultural Heritage of the Kyiv City State Administration announced.
The department's official Facebook page states that the residential building is protected in accordance with current legislation, since it is included in the State Register of Immovable Monuments. According to Part 2 of Article 24 of the Law of Ukraine "On the Protection of Cultural Heritage", the use of an architectural monument must be carried out while preserving the elements of its material authenticity, spatial composition, and so on.
Therefore, as stated in the publication, the Department issued Instructions demanding that the facade be returned to its previous state. At the same time, it is indicated that the authors of the mural, street art artists Michelle and Nicole Feldman, will find another place in Kyiv where they could place a mural with a character who looks like Budanov.
