The declaration at the BRICS summit, which was held in Kazan, demonstrates that the Russian Federation was unable to secure international support and create an alternative security structure, which the Kremlin is striving for.

As analysts from the Institute for the Study of War (ISW) note, the Russian war against Ukraine is mentioned only once in the document. At the same time, the declaration states that all signatories must act in accordance with the principles of the UN Charter, including respect for territorial integrity.

The document also states that the BRICS states welcome "relevant" mediation proposals aimed at ensuring a peaceful settlement of the war through dialogue and diplomacy. As is known, Ukraine calls the "principles of the UN Charter" the main path to achieving peace and notes the illegality of Russia's aggression from the point of view of international law.

The Ukrainian Foreign Ministry has already responded to the Kazan Declaration. They pointed out Russia's inability to "export" its views on changing the world order and global security architecture to the summit participants. As the ministry added, the declaration shows that BRICS members are not united around the war against Ukraine and many of them support the principles of the UN Charter.

"The Ukrainian Foreign Intelligence Service similarly assessed that the BRICS summit will not lead to the international community's approval of the alternative system of international regulation that Russia is seeking, and stated that India, the United Arab Emirates (UAE), Brazil and South Africa have come out against turning BRICS into an anti-American coalition," analysts say in the ISW report.
