Not Ready to End the War: ISW Reveals Who Is Convincing Putin Not to Negotiate

High-ranking Russian security officials and military personnel are pushing Russian leader Vladimir Putin not to negotiate an end to the war, but to continue the escalation of hostilities.

This is stated in a report by the Institute for the Study of War (ISW). According to analysts, Russian security officials believe it is necessary to intensify military action in Ukraine, rather than agree to negotiate, despite the huge losses.

"In December 2024, the average daily advance of Russian troops slowed to about nine square kilometers after three months of territorial gains and significant personnel losses in September, October and November. At the same time, the Russian military command may be less inclined than Vladimir Putin to tolerate such high losses if the pace of advance continues to slow," ISW noted.

Analysts have noted that Russian security and military officials are not prepared to end the war because of the losses. They are calling on Putin to step up the war effort, proposing partial call-ups of reserves to fill the battlefield with troops and equipment.
