Ukraine Seeks US and UK Assistance for Energy Infrastructure Security Audit

The State Agency for Infrastructure Restoration and Development in Ukraine has reached out to its partners in the United States and the United Kingdom for support in conducting a technical audit of project documentation related to the protective structures of energy facilities and their construction budgets. According to the agency, protecting energy assets is a top priority, and this formal request aims to ensure the thorough examination of project documentation.

Discussing Protection Levels:
The discussions involving the head of the Restoration Agency, Mustafa Nayyem, Deputy Prime Minister for Restoration in Ukraine and Minister of Development of Communities, Territories, and Infrastructure, Alexander Kubrakov, and the head of "Ukrenergo" Vladimir Kudrytsky, along with representatives of the General Staff with US Ambassador Bridget Brink and a joint team of US and UK embassy representatives in Kyiv, took place on November 20.

Level One Protection:

The first level of protection includes the construction of gabions and sandbags. Currently, the Restoration Agency is securing 90 facilities in 21 regions against drone and missile debris.

Level Two Protection:
The second level involves protection against drones and shahids. Concrete structures around the main Ukrenergo network have been under construction since March of this year, covering 22 substations and 63 autotransformers in 14 regions.

Level Three Protection:
The third level focuses on protection against missiles, collaborating with "Ukrenergo" to formulate tasks for design and construction. This level aims to shield 22 substations from direct hits by powerful missiles in 14 regions.

Collaboration and Norms:
All project decisions are coordinated with the General Staff of the Armed Forces and the State Emergency Service. The designs utilize input from the General Staff, guidance for engineering troops, and international regulatory documents acquired from specialized experts who underwent training in the UK, following British and US norms and standards.
